The purpose of changing the insert edge loop tool settings is to add loops one at a time on a face. when changing the Multiple Edge Loops it allows you to add more edge loops at one time. The Number of Edge Loops allows you to select as many edges you want to put. Auto Complete allows to put in vertices when you inserting edge loops when and where you would like them.
